Carrie Spencer

Finance and Operations
Carrie serves as a leader and strategist to ensure that The Children's Partnership has the proper operational controls, administrative and reporting procedures, and staffing in place to effectively support its mission and strategic objectives. To this end, she oversees TCP’s finance, human resources, and operations functions and provides leadership and strategic guidance on development and production activities.

Kristen Golden Testa
California Health Program
Kristen has worked with TCP since 2001 to expand and improve health coverage and enrollment for children, focusing on Medi-Cal, the Children’s Health Insurance Program (CHIP), and Covered California. She also leads on federal health coverage issues affecting children to secure the sustainability of children’s health insurance programs and continue to improve upon children’s ability to easily enroll in coverage and access care.

Aracely Navarro
Policy & Government Relations Manager
Aracely spearheads TCP's Government Relations and Policy portfolio. Through this work, she manages TCP's position on the state and federal budget, manages the legislative agenda and coordinates our federal policy advocacy.

Liliana Velázquez
Associate Director, Policy
Liliana Velázquez is the Associate Director of Policy at The Children’s Partnership. She focuses on improving children’s oral health and improving children’s health through wider adoption of telehealth—the use of technology to provide and coordinate health care at a distance.

Kristie Allen
Development Manager
Kristie is Development Manager at The Children’s Partnership. She fosters and expands TCP’s development capacity by overseeing grants management, supporting executive leadership and senior staff in maintaining foundation relationships and identifying and advancing funding, and providing support to the Board of Directors and senior staff on other fundraising efforts. Kristie contributes to funding strategy across all of TCP’s programs and secures support from individuals, foundations, and corporate sponsors to help TCP accomplish its mission to better the health and well-being of underserved children.

Tamara Muzac is the Associate Director of Finance & Operations at The Children’s Partnership. She directs the day-to-day operations of TCP offices and information technology. She also manages key functions in finance, contracts/compliance, and human resources.

Senior Outreach Associate
Kristelle Jose is the Senior Outreach Associate at The Children’s Partnership. She serves as point person for the ALL IN For Health Campaign, which equips the education community and other community members with the tools they need to connect children and families to health coverage and care. In her role, she engages communities, builds partner relationships, and manages outreach projects. Kristelle has built expertise in how schools, early learning sites, and organizations can connect to the Campaign and work to ensure families have the tools they need to enroll in coverage and get care.

Magali serves as the Executive and Outreach Associate at TCP and is responsible for working with staff at all levels to develop and maintain a strong programmatic infrastructure and community engagement process along with serving as a right-hand person to the President.
