Kristen Golden Testa is Director of the California Health Program at The Children’s Partnership. Kristen has worked with TCP since 2001 to expand and improve health coverage and enrollment for children, focusing on Medi-Cal, the Children’s Health Insurance Program (CHIP), and Covered California. She also leads on federal health coverage issues affecting children to secure the sustainability of children’s health insurance programs and continue to improve upon children’s ability to easily enroll in coverage and access care.

Before joining TCP, Kristen served as the Assistant Secretary for Program and Fiscal Affairs for the California Health and Human Services Agency, where she oversaw the policy and budget issues for the Healthy Families and Medi-Cal programs, among others. In addition, Kristen served as an ex-officio member representing the Secretary on the Managed Risk Medical Insurance Board (MRMIB). Prior to her state political appointment, she served as the lead for legislation on Medicaid and the Children’s Health Insurance Program for the US Senate Committee on Finance (for the Ranking Member, Senator Daniel Patrick Moynihan). Starting with her Presidential Management Fellowship, she worked in the Office of the Secretary for Budget at the US Department of Health and Human Services, where she advised the Assistant Secretary on Medicaid issues.

She received her undergraduate degree from Tufts University and her master’s degree in Health Science from Johns Hopkins School of Public Health and Hygiene. From 2005 to 2006, she served as the Packer Policy Fellow, which aims to promote health policy exchange and collaboration between Australia and the United States.
