Using Existing Databases to Meet the New Medi-Cal Citizenship Documentation Requirement in the Deficit Reduction Act: Ex Parte Options for California

The Deficit Reducation Act requires states, beginning July 1, 2006, to ask citizens or nationals applying for and renewing Medicaid to provide documentation of their immigration status. This issue brief from The Children's Partnership illustrates how California can use ex parte methods to access this documentation. Three specific databases are addressed: public program databases, Social Security Administration databases, and vital statistic databases.
