Kristen has over 15 years of experience in a leadership role carrying out health policy and advocacy work in California in addition to federal policy experience. She manages TCP's California Health Program and directs its activities in the 100% Campaign. She also sits on the Individual Exchange Eligibility and Enrollment Workgroup of the California Health Benefits Exchange. Before joining The Children's Partnership, she served as the Assistant Secretary for Program and Fiscal Affairs for the California Health and Human Services Agency, where she oversaw the policy and budget issues for the Healthy Families and Medi-Cal programs, among others. In addition, Ms. Golden Testa served as an ex-officio member representing the Secretary on the Managed Risk Medical Insurance Board (MRMIB). Prior to her state political appointment, she served as the lead for legislation on Medicaid and the Children’s Health Insurance Program (CHIP) for the U.S. Senate Committee on Finance (for the Ranking Member, Senator Daniel Patrick Moynihan). She received her undergraduate degree from Tufts University and her master's degree in Health Science from Johns Hopkins School of Public Health and Hygiene.
