what is express lane eligibility?
Broadly, Express Lane refers to the use of data held
by other government agencies to identify individuals who may be
eligible for Medicaid or SCHIP, evaluate their eligibility for
health insurance, and enroll them or renew their coverage, as
appropriate.
SCHIP Reauthorization (H.R. 2 -
2009) gives states the option to base Medicaid and SCHIP
eligibility and renewal determinations on the specific findings of
other need-based programs, such as the National School Lunch Program
(NSLP), Food Stamps, and the Special Supplemental Nutrition Program for
Women, Infants, and Children (WIC), even where the other agency uses a
different methodology to make that finding.
Ideally, Express Lane uses information technology to transfer
relevant data from other sources and to perform necessary administrative
functions.
